We have often discussed the Federal Aviation Administration (FAA) and its rules and regulations, but some other agencies regulate those rules. This is when you have used aviation radios that fall under the Federal Communications Commission (FCC) guidelines. This organization regulates what radios can transmit and who can operate these radios.
Two licenses from the FCC interest pilots and AMTs (Aviation Maintenance Technicians):
A commercial radio operator license is applied to pilots and those working with the equipment.
The station license is required for the aircraft.
Radio communication is essential for professionals and emergency responders to communicate over large distances. There are many possibilities when you obtain a radio operator license, allowing individuals to work on the radio equipment legally and proficiently.
What is a Commercial Radio Operator License?
A commercial operator license is an FCC certification issued in the United States. It is necessary for those who intend to operate, maintain, and repair radio communication apparatus in aircraft that are being operated outside of the United States or when in communication when foreign stations.
Although the word “commercial” confuses pilots, remember that this is a definition introduced by the FCC and not of the FAA. This permit has various grades. Pilots can use the radio with a minor certification called a Restricted Radiotelephone Operator Permit (RR). This permit can be used for aircraft and aeronautical ground stations.
The Restricted Radiotelephone Operator Permit does not require testing. However, to qualify for this permit, you must be a legal resident or eligible for employment in the United States of America. In addition, you should learn about the relevant laws, treaties, and rules that govern radio stations.
If you are not eligible for employment in the USA, you must have this license authorizing you to operate equipment connected with a legitimate FCC radio station permit. You must apply for a Restricted Radiotelephone Operator License with Limited Use (RL). The permit fee in 2023 was $35. It is a permanent permit that will not expire.
Why do you need a Commercial Radio Operator license?
Getting a commercial operator license to work, repair, and maintain a specified aircraft radio communication station is essential. You need a commercial radio technician license to operate aircraft radio stations in airspace other than US airspace. Furthermore, you also need the commercial radio operator license for all aircraft stations and aeronautical ground stations used to communicate with aircraft.
However, you don’t need a permit to operate aircraft on standard high frequencies (VHF). You don’t need a commercial operator permit to operate aircraft radar sets, radio altimeters, transponders, and other aircraft automatic radio navigation transmitters.
Procedure for Applying Radio Operator License
Applying for a Federal Communication Commission (FCC) license can be difficult. It has more acronyms and abbreviations than the FAA. The license form is typically filled out with letters, so carefully complete it and double-check that you’re applying for the correct license.
All the license applications start with the exact FCC form 605. You can get the latest form in PDF from their official website. It also includes all the instructions to fill it out.
This form is also known on the FCC website as the “main form” or the “quick form". Once you have Form 605, you will need to find the exact schedule for the type of permit you are applying for. For instance, the Restricted Radiotelephone operator and commercial permits are covered on FCC 605 Schedule E.
The fees and forms are filed electronically using the FCC system known as the Universal Licensing System (ULS). When you have filled out the correct form in the ULS, the system will then automatically calculate the fee. Then, you must submit the fees using a separate FCC payment processing system called CORES. The commercial radio technician permit isn’t necessary, but it will boost your future career, and it’s highly recommended that you get it. More knowledge and understanding will add another layer of safety to your aviation career.
To acquire the FCC permit, please follow these steps:
